Annie Murphy to speak at Affordable Housing Mgmt. Assoc. Annual Conference
Annie Murphy was invited to be a speaker at the Affordable Housing Management Association, Rocky Mountain Region Annual Conference in Salt Lake City, September 21-23, 2016. In the session, entitled 2016 Criminal Background Screening Perils & Pitfalls, she will explore some of the most common issues that have arisen from the 2016 guidance from HUD’s general council concerning criminal history screening in multi-family housing.
Ms. Murphy will discuss how to develop and administer criminal screening policies that will withstand a fair housing act disparate impact challenge. This session will address some of the issues that arise from applying appropriate look back periods to the various types of crime involved in an applicant’s criminal record including the time after exit from incarceration. She will also discuss the potential risks and benefits involved with each type of policy.
